Lately, the Internal and Judicial Affairs Committee of the National People’s Congress (NPC) went to Yunnan Province to study IPR judicial protection.

The research group was headed by Bai Jingfu, NPC member and Vice Chairman of NPC Internal and Judicial Affairs Committee. On August 13, the research group held a symposium in Kunming City and heard the working reports from Yunnan Provincial Higher People’s Court, Yunnan Provincial People’s Procuratorate, Kunming Municipal Intermediate People’s Court and Kunming Municipal People’s Procuratorate.

The official from Yunnan Provincial Higher People’s Court noted in his report that in recent years, Yunnan enhanced IPR judicial protection and improved IPR trial efficiency. From 2008 to this June, the courts across the province received 2,246 IPR civil cases of which 1,937 were ended and newly received 105 IPR criminal cases of first instance of which 102 were ended. Meanwhile, the trial entities across Yunnan also innovated on IPR trial mechanism and made information more transparent.

After the reports, Bai Jingfu said that the National People’s Congress would review the special reports of the Supreme People’s Court and the Supreme People’s Procuratorate on IPR protection and civil and administrative procuratorate work. To master overall information and submit special reports to NPC, the Internal and Judicial Affairs Committee deployed officials to Yunnan Province, Zhejiang Province, Shaanxi Province and Fujian Province to collect more materials. The Committee will also hold symposiums for 13 provinces and cities. Bai Jingfu confirmed Yunnan’s work and hoped the trial entities and procuratorate agencies could explore more efficient means to exert their rights.
